31emittedbywirelessphones; •DesignwirelessphonesinawaythatminimizesanyRFexposuretotheuserthatisnotnecessary fordevicefunction;and •Cooperateinprovidingusersofwirelessphoneswiththebestpossibleinformationonpossibleeffectsofwirelessphoneuseonhumanhealth. FDAbelongstoaninteragencyworkinggroupofthefederalagenciesthathaveresponsibilityfordifferentaspectsofRFsafetytoensurecoordinatedeffortsatthefederallevel.Thefollowingagenciesbelongtothisworkinggroup: NationalInstituteforOccupationalSafetyandHealth EnvironmentalProtectionAgency FederalCommunicationsCommission OccupationalSafetyandHealthAdministration NationalTelecommunicationsandInformationAdministrationTheNationalInstitutesofHealthparticipatesinsomeinter‐agencyworkinggroupactivities,aswell.FDAsharesregulatoryresponsibilitiesforwirelessphoneswiththeFederalCommunicationsCommission(FCC).AllphonesthataresoldintheUnitedStatesmustcomplywithFCCsafetyguidelinesthatlimitRFexposure.FCCreliesonFDAandotherhealthagenciesforsafetyquestionsaboutwirelessphones.FCCalsoregulatesthebasestationsthatthewirelessphonenetworksrelyupon.Whilethesebasestationsoperateathigherpowerthandothewirelessphonesthemselves,theRFexposuresthatpeoplegetfromthesebasestationsaretypicallythousandsoftimeslowerthanthosetheycangetfromwirelessphones.Basestationsarethusnotthesubjectofthesafetyquestionsdiscussedinthisdocument.3.Whatkindsofphonesarethesubjectofthisupdate?Theterm“wirelessphone”refersheretohand‐heldwirelessphoneswithbuilt‐inantennas,oftencalled“cell,”“mobile,”or“PCS”phones.Thesetypesofwirelessphonescanexposetheusertomeasurableradiofrequencyenergy(RF)becauseoftheshortdistancebetweenthephoneandtheuser’shead.TheseRFexposuresarelimitedbyFederalCommunicationsCommissionsafetyguidelinesthatweredevelopedwiththeadviceofFDAandotherfederalhealthandsafetyagencies.Whenthephoneislocatedatgreaterdistancesfromtheuser,theexposuretoRFisdrasticallylowerbecauseaperson’sRFexposuredecreasesrapidlywithincreasingdistancefromthesource.Theso‐called“cordlessphones,”whichhaveabaseunitconnectedtothetelephonewiringinahouse,typicallyoperateatfarlowerpowerlevels,andthusproduceRFexposuresfarbelowtheFCCsafetylimits.
324.Whataretheresultsoftheresearchdonealready?Theresearchdonethusfarhasproducedconflictingresults,andmanystudieshavesufferedfromflawsintheirresearchmethods.Animalexperimentsinvestigatingtheeffectsofradiofrequencyenergy(RF)exposurescharacteristicofwirelessphoneshaveyieldedconflictingresultsthatoftencannotberepeatedinotherlaboratories.Afewanimalstudies,however,havesuggestedthatlowlevelsofRFcouldacceleratethedevelopmentofcancerinlaboratoryanimals.However,manyofthestudiesthatshowedincreasedtumordevelopmentusedanimalsthathadbeengeneticallyengineeredortreatedwithcancer‐causingchemicalssoastobepredisposedtodevelopcancerintheabsenceofRFexposure.OtherstudiesexposedtheanimalstoRFforupto22hoursperday.Theseconditionsarenotsimilartotheconditionsunderwhichpeopleusewirelessphones,sowedon’tknowwithcertaintywhattheresultsofsuchstudiesmeanforhumanhealth.ThreelargeepidemiologystudieshavebeenpublishedsinceDecember2000.Betweenthem,thestudiesinvestigatedanypossibleassociationbetweentheuseofwirelessphonesandprimarybraincancer,glioma,meningioma,oracousticneu‐roma,tumorsofthebrainorsalivarygland,leukemia,orothercancers.NoneofthestudiesdemonstratedtheexistenceofanyharmfulhealtheffectsfromwirelessphoneRFexposures.However,noneofthestudiescananswerquestionsaboutlong‐termexposures,sincetheaverageperiodofphoneuseinthesestudieswasaroundthreeyears.5.WhatresearchisneededtodecidewhetherRFexposurefromwirelessphonesposesahealthrisk?Acombinationoflaboratorystudiesandepidemiologicalstudiesofpeopleactuallyusingwirelessphoneswouldprovidesomeofthedatathatareneeded.Lifetimeanimalexposurestudiescouldbecompletedinafewyears.However,verylargenumbersofanimalswouldbeneededtoprovidereliableproofofacancerpromotingeffectifoneexists.Epidemiologicalstudiescanprovidedatathatisdirectlyapplicabletohumanpopulations,but10ormoreyears’follow‐upmaybeneededtoprovideanswersaboutsomehealtheffects,suchascancer.Thisisbecausetheintervalbetweenthetimeofexposuretoacancer‐causingagentandthetimetumorsdevelop‐iftheydo‐maybemany,manyyears.TheinterpretationofepidemiologicalstudiesishamperedbydifficultiesinmeasuringactualRFexposureduringday‐to‐dayuseofwirelessphones.Manyfactorsaffectthismeasurement,suchastheangleatwhichthephoneisheld,orwhichmodelofphoneisused.6.WhatisFDAdoingtofindoutmoreaboutthepossiblehealtheffectsofwirelessphoneRF?FDAisworkingwiththeU.S.NationalToxicologyProgramandwithgroupsofinvestigatorsaroundtheworldtoensurethathighpriorityanimalstudiesareconductedtoaddressimportantquestionsabouttheeffectsofexposuretoradiofrequencyenergy(RF).FDAhasbeenaleadingparticipantintheWorldHealthOrganizationInternational
33ElectromagneticFields(EMF)Projectsinceitsinceptionin1996.Aninfluentialresultofthisworkhasbeenthedevelopmentofadetailedagendaofresearchneedsthathasdriventheestablishmentofnewresearchprogramsaroundtheworld.TheProjecthasalsohelpeddevelopaseriesofpublicinformationdocumentsonEMFissues.FDAandtheCellularTelecommunications&InternetAssociation(CTIA)haveaformalCooperativeResearchandDevelopmentAgreement(CRADA)todoresearchonwirelessphonesafety.FDAprovidesthescientificoversight,obtaininginputfromexpertsingovernment,industry,andacademicorganizations.CTIA‐fundedresearchisconductedthroughcontractstoindependentinvestigators.Theinitialresearchwillincludebothlaboratorystudiesandstudiesofwirelessphoneusers.TheCRADAwillalsoincludeabroadassessmentofadditionalresearchneedsinthecontextofthelatestresearchdevelopmentsaroundtheworld.7.HowcanIfindouthowmuchradiofrequencyenergyexposureIcangetbyusingmywirelessphone?AllphonessoldintheUnitedStatesmustcomplywithFederalCommunicationsCommission(FCC)guidelinesthatlimitradiofrequencyenergy(RF)exposures.FCCestablishedtheseguidelinesinconsultationwithFDAandtheotherfederalhealthandsafetyagencies.TheFCClimitforRFexposurefromwirelesstelephonesissetataSpecificAbsorptionRate(SAR)of1.6wattsperkilogram(1.6W/kg).TheFCClimitisconsistentwiththesafetystandardsdevelopedbytheInstituteofElectricalandElectronicEngineering(IEEE)andtheNationalCouncilonRadiationProtectionandMeasurement.Theexposurelimittakesintoconsiderationthebody’sabilitytoremoveheatfromthetissuesthatabsorbenergyfromthewirelessphoneandissetwellbelowlevelsknowntohaveeffects.ManufacturersofwirelessphonesmustreporttheRFexposurelevelforeachmodelofphonetotheFCC.TheFCCwebsite(http://www.fcc.gov/oet/rfsafety)givesdirectionsforlocatingtheFCCidentificationnumberonyourphonesoyoucanfindyourphone’sRFexposurelevelintheonlinelisting.8.WhathasFDAdonetomeasuretheradiofrequencyenergycomingfromwirelessphones?TheInstituteofElectricalandElectronicEngineers(IEEE)isdevelopingatechnicalstandardformeasuringtheradiofrequencyenergy(RF)exposurefromwirelessphonesandotherwirelesshandsetswiththeparticipationandleadershipofFDAscientistsandengineers.Thestandard,“RecommendedPracticeforDeterminingtheSpatial‐PeakSpecificAbsorptionRate(SAR)intheHumanBodyDuetoWirelessCommunicationsDevices:ExperimentalTechniques,”setsforththefirstconsistenttestmethodologyformeasuringtherateatwhichRFisdepositedintheheadsofwirelessphoneusers.Thetestmethodusesatissue‐simulatingmodelofthehumanhead.StandardizedSARtestmethodologyisexpectedtogreatlyimprovetheconsistencyofmeasurementsmadeatdifferentlaboratoriesonthesamephone.SARisthemeasurementoftheamountof
34energyabsorbedintissue,eitherbythewholebodyorasmallpartofthebody.Itismeasuredinwatts/kg(ormilliwatts/g)ofmatter.Thismeasurementisusedtodeterminewhetherawirelessphonecomplieswithsafetyguidelines.9.WhatstepscanItaketoreducemyexposuretoradiofrequencyenergyfrommywirelessphone?Ifthereisariskfromtheseproducts—andatthispointwedonotknowthatthereis—itisprobablyverysmall.Butifyouareconcernedaboutavoidingevenpotentialrisks,youcantakeafewsimplestepstominimizeyourexposuretoradiofrequencyenergy(RF).Sincetimeisakeyfactorinhowmuchexposureapersonreceives,reducingtheamountoftimespentusingawirelessphonewillreduceRFexposure.•Ifyoumustconductextendedconversationsbywirelessphoneeveryday,youcouldplacemoredistancebetweenyourbodyandthesourceoftheRF,sincetheexposureleveldropsoffdramaticallywithdistance.Forexample,youcoulduseaheadsetandcarrythewirelessphoneawayfromyourbodyoruseawirelessphoneconnectedtoaremoteantenna.Again,thescientificdatadonotdemonstratethatwirelessphonesareharmful.ButifyouareconcernedabouttheRFexposurefromtheseproducts,youcanusemeasureslikethosedescribedabovetoreduceyourRFexposurefromwirelessphoneuse.10.Whataboutchildrenusingwirelessphones?Thescientificevidencedoesnotshowadangertousersofwirelessphones,includingchildrenandteenagers.Ifyouwanttotakestepstolowerexposuretoradiofrequencyenergy(RF),themeasuresdescribedabovewouldapplytochildrenandteenagersusingwirelessphones.ReducingthetimeofwirelessphoneuseandincreasingthedistancebetweentheuserandtheRFsourcewillreduceRFexposure.Somegroupssponsoredbyothernationalgovernmentshaveadvisedthatchildrenbediscouragedfromusingwirelessphonesatall.Forexample,thegovernmentintheUnitedKingdomdistributedleafletscontainingsucharecommendationinDecember2000.Theynotedthatnoevidenceexiststhatusingawirelessphonecausesbraintumorsorotherilleffects.Theirrecommendationtolimitwirelessphoneusebychildrenwasstrictlyprecautionary;itwasnotbasedonscientificevidencethatanyhealthhazardexists.11.Whataboutwirelessphoneinterferencewithmedicalequipment?Radiofrequencyenergy(RF)fromwirelessphonescaninteractwithsomeelectronicdevices.Forthisreason,FDAhelpeddevelopadetailedtestmethodtomeasureelectromagneticinterference(EMI)ofimplantedcardiacpacemakersanddefibrillatorsfromwirelesstelephones.ThistestmethodisnowpartofastandardsponsoredbytheAssociationfortheAdvancementofMedicalinstrumentation(AAMI).Thefinaldraft,ajointeffortbyFDA,medicaldevicemanufacturers,andmanyothergroups,was
