The SAR limitset by the FCC is 1.6W/kg. *Tests for SAR are conducted using standardoperating positions accepted by the FCC with the phone transmitting at itshighest certified power level in all tested frequency bands. Although the SARis determined at the highest certified power level, the actual SAR level of thephone while operating can be well below the maximum value. This is becausethe phone is designed to operate at multiple power levels so as to use only theposer required to reach the network. In general, the closer you are to awireless base station antenna, the lower the power output. The highest SARvalue for the model phone as reported to the FCC when tested for use at the earis 1.284W/kg and when worn on the body, as described in this user guide, is1.454 W/kg (Body-worn measurements differ among phone models, dependingupon available accessories and FCC requirements.)While there may be differences between the SAR levels of various phones andat various positions, they all meet the government requirement. The FCC has granted an Equipment Authorization for this model phone with allreported SAR levels evaluated as in compliance with the FCC RF exposureguidelines. FCC Hearing-Aid Compatibility (HAC)Regulations for Wireless DevicesOn July 10, 2003, the U.S. Federal CommunicationsCommission (FCC) Report and Order in WT Docket 01-309 modified the exception of wireless phones under theHearing Aid Compatibility Act of 1988 (HAC Act) to requiredigital wireless phones be compatible with hearing-aids.The intent of the HAC Act is to ensure reasonable accessto telecommunications services for persons with hearingdisabilities. While some wireless phones are used nearsome hearing devices (hearing aids and cochlear implants),users may detect a buzzing, humming, or whining noise. Some hearing devices are more immune than others to thisinterference noise, and phones also vary in the amount ofinterference they generate. The wireless telephoneindustry has developed a rating system for wireless phones,to assist hearing device users find phones that may becompatible with their hearing devices. Not all phones havebeen rated. Phones that are rated have the rating on theirbox or a label located on the box. The ratings are notguarantees. Results will vary depending on the user’shearing device and hearing loss. If your hearing devicehappens to be vulnerable to interference, you may not beable to use a rated phone successfully. Trying out thephone with your hearing device is the best way to evaluateit for your personal needs.M-Ratings: Phones rated M3 or M4 meet FCCrequirements and are likely to generate less interference tohearing devices than phones that are not rated. M4 is thebetter/higher of the two ratings. The 9788 is ratedM3.T-Ratings: Phones rated T3 or T4 meet FCC requirementsand are likely to be more usable with a hearing aid’stelecoil than phones that are not rated. T4 is thebetter/higher of the two ratings. The " Cincinnati Bell "9788 is rated T3. The handset has not been ratedfor hearing aid compatibility with respect to the Wi-Ficapability. Please power off the Bluetooth function whileusing hearing aid devices with your 9788 Hearingdevices may also be rated. Your hearing devicemanufacturer or hearing health professional may help youfind this rating. Higher ratings mean that the hearing deviceis relatively immune to interference noise. The hearing aid and wireless phone rating values are then
added together. A sum of 5 is considered acceptable fornormal use. A sum of 6 is considered for better use. A sumof 8 is considered for best use. In the above example, if ahearing aid meets the M2 level rating and the wirelessphone meets the M3 level rating, the sum of the two valuesequal M5. This should provide the hearing aid user with“normal usage”while using their hearing aid with theparticular wireless phone. “Normal usage”in this context isdefined as a signal quality that is acceptable for normaloperation. This methodology applies equally for T ratings. The M mark is intended to be synonymous with the U mark. The T mark is intended to be synonymous with the UT mark. The M and T marks arerecommended by the Alliance for Telecommunications Industries Solutions (ATIS). The U and UTmarks are referenced in Section 20.19 of the FCC Rules. The HAC rating and measurementprocedure are described in the American National Standards Institute (ANSI) C63.19 standard.
